CHAPTER ONE
1.1.1    INTRODUCTION
The role of local government  services commission in maintaining discipline among employees of the local government (Oyo east local government as a case study ).
When a new kind of administration was need to replace the old authorities in west Africa ,local government was introduced .
Local government may be define as a democracy exercise through locally elected council whose main purpose is to provide or administer social service with a great degree of independent  as modern circumstances allow. Local government can elect officials, enact taxes and do many other things that national government would do just on a small scale.
 The united nation office for public administration rooted the meaning of local government as:
“A political division of a nation  or (in federal system) state which is constituted by the law and has substantial control of local affair including the power to impose taxes or to enact labor for prescribed purpose in order to assist the local government in the performance of its duties was made provision for a local government service commission for each of the federation.
      The commission is also responsible for the transfer and redeployment of some categories of staff. A staff can be transferred   from one town to another with the local government or removed from one office to another. The commission has the power to discipline any staff for any act of dishonesty or misconduct. Discipline can be to form of suspension demotion, dismissal. Commission monitors the activities of local government to ensure they are performing  as they  are supposed to perform the commission is responsible for the promotion of categories of staff.
1.2                STATEMENT OF THE STUDY
These compose the associated problem confronting commission capacity to implement disciplinary procedure in local government service commission. However there are some problems which hinder its impact on the smooth running of local government some of them include:
·        POLITICAL INTERFERENCE: Inability of local government service commission to discharge its responsibility on the employee causes impediment to the local government service commission.
·        Corruption serve as an obstruction to local government service commission in order to maintain discipline.
·        Nepotism and favourism  in local government and executive teat by the higher level of government.

1.3     OBJECTIVES OF THE STUDY
The objectives of this research project aims at:
1       To provide suitable disciplinary control over employee of the unified local government service commission.
2        To examining the impacts of discipline in the employee of the local government services commission.
3       To evaluate the challenges and prospects of the local government service commission.
4       To access how corruption could be aborted from local government service commission, which is affecting smooth running of local government administration.
1.4     SIGNFICANCE OF STUDY
This topic under study is very important as a basic for academic advancement for those that will embark on related topic and the general view of how local government service commission could be more effective and properly implemented.
1.5     SCOPE OF THE STUDY
The scope of studying this topic shall lies within the study of the role of local government service commission in maintaining discipline among the employee of local government.
1.6     STATEMENT OF HYPOTHESIS
Ho: Local government services commission does not have positive   impact on discipline of staff in local government.
Hi:  Local government   service commission has a positive impact on discipline   of staff in the local government .
Ho: Local government   service   commission has vital role to play in maintaining discipline among employee of the local government.
Hi: Local government service commission has vital role to play in maintaining discipline among employee of the local government.
Ho: There is no significant relationship between local government service commission and the employers discipline in the local government.
Hi: There is significant relationship between local government service commission and the employers discipline in the local government.
1.7     LIMITATION OF THE STUDY
Some records were very scanty for the research of this nature. Financial constrain serve as a militating factors which affects the mobility of the research to gather the relevant  materials needed for the work.
Time constraint: Is one of the indicating factors, because time allocated for the research is too small coupled with short coming to data collection.
1.8     DEFINITION OF OPERATIONAL TERMS
For ensuring proper understanding, it is crucial and momentous to define some technical term employed during the course of this study.
·        Discipline: This has been accepted universal as the practice of training people to adhere to rules and regulations and sanctioning them if they do not conform and in the context of our discourse. Discipline may be defined as an offence which is been committed against laid down policies the rules and regulations of government  because  discipline is also an act of physical mental and more training. It also serves as a corrective measure to improve a person so that he/she will become obedient  and upright therefore the enforcement  of discipline in the public service of Nigeria cannot be overemphasized.
·        Local government: This is the government in which popular participation both in the decision is conducted by local bodies while recognizing the supremacy of other levels of government. It’s the government at the local level.
·        Commission: These can be regarded as the act of granting certain powers or the authority to carry out a particular task or duty.
·        Local government service commission: This is the commission that is in charge with the responsibility of appointment, posting, promoting, transfer and discipline of the local government employees.
1.9     HISTORICAL BACKGROUND OF OYO EAST LOCAL GOVERNMENT
Oyo East Local Government was created in December 1996 when the former Oyo local government was splited  into three. The local government  headquarter at kosobo. Ogbomosho  road. The local government   covers a large area with people of different ethnic groups such as Yoruba, Hausa, Fulanis ,Nupes Igbos, Togolese, china etc with diverse profession co-habiting peacefully. The local government was divided into wards each represented by councils.
Oyo east local government  as a landmark of 365.50sqkm and a population of 77,007according to 1991 population census. The negotiation of local government was mainly deciduous forest and quineasavannah . The local government was bounded in the north by ogooluwa local government, in the west by Oyo west local government and Atiba local government bounded in the south by Afijo and in the east by Iwo local government osun state. The local government was multi religious with the predominance of Christian and Muslims as well as a sizeable traditional worshippers of deities such as OgunObatala , Orisaoke , Sango oro etc.
Presently the local government as 33 primary school , 6 secondary school , and 1 tertiary institution with many private nursery  school.
Oyo people have great respect for their  monarch his royal majesty, The Alafin of Oyo who was the ruler of the old Oyo empire before the advert of the British in 1886.
